Certificate of Professional Competence Qualification

The Certificate of Professional Competence, or CPC Qualification, is part of the of the EU regulations, with reference Regulation (EC) No 1071/2009, of the European Parliament and of the Council of 21 October 2009. These regulations including the requirement for the obtaining of the Certificate of Professional Competence. The regulations are part of the agreement between all EU member states to have common rules, & conditions, applying to all those wishing to pursue the occupation of being a Road Transport Operator, within the EU member states. In particular the area of road transport compliance management. This is why often the Certificate of Professional Competence, is referred to as the Transport Manager CPC, & those that have obtained the Certificate of Professional Competence. As being a CPC Holder, or a Transport Manager CPC Holder.  

Certificate of Professional Competence: The aims of the CPC Qualification

  • The qualification specifications have been originated directly from Regulation (EC) No 1071/2009. These made the assessment, of professional competence, & achievement of a Certificate of Professional Competence in either Road Haulage or Passenger Transport. To be on the same basis in all EU member states.
  • Demonstrating the holder of the cpc qualification ability that they are qualified to perform the effective and continuous management of transport operations, within all the current EU member state.
  • Evaluate the professional competence of both applicants, and their nominated Transport Manager CPC Holder in relation to Operator Licencing

Certificate of Professional Competence: Does it Need to be Renewed?  

The Certificate of Professional Competence, or Transport Manager CPC Qualification, is at present a lifetime award, so once gained, the qualification will not expire, and the CPC holder, as they are often known as. Are considered as being professionally competent for the rest of their lives. However, the CPC Holder’s professional competence can be influenced at any time, by certain personal circumstances, for example, if the CPC Holder is convicted of certain criminal offences, or if they have acted in a none professional manner. Certificate of Professional Competence: Continuing Professional Development (CPD)

The Transport Manager CPC Qualification, once it has been awarded to an individual, is viewed as being valid indefinitely. Unlike many other transport vocational qualifications, there is no element of periodic refresher training. However, this has now starting to change, there is still no formal requirement for periodic refresher training. What has been introduce is what is known as Continuing Professional Development, or CPD. This basically means that the CPC holder now needs to demonstrate if asked, what measures they have taken to keep up to date with the current regulations surrounding operator licensing, & those regulations which have an effect on them. In the future those wishing to use their Certificate of Professional Competence Qualification in relation to being a nominated Transport Manager CPC Holder, on a Standard Operator’s Licence. Will need to make Continuing Professional Development (CPD) part of their on-going effort. In making sure they are professional competent, in the eyes of the regulatory & enforcement agencies.
